The Pechanga Band of Luiseño Indians is accepting applications for the position of Director of Public Safety    

SUMMARY:

The Director of Public Safety is the head administrator of the Pechanga Tribal Ranger Department (PTRD).   The Director is responsible for managing PTRD’s daily operations; planning for its long-term improvements; preserving the peace; protection of Tribal community and properties; enforcement of all Tribal ordinances and state criminal statutes; and managing the public safety communications systems (Dispatch Center). The Director also coordinates efforts and resources with the Pechanga Fire Department and other Tribal and casino departments when events or situations arise requiring this level of response. The Director serves as an advisor to the Tribal Council regarding public safety issues/concerns and maintains constant communication with assigned Tribal Council Liaisons.       

ESSENTIAL DUTIES AND RESPONSIBILITIES:

     • Direct and manage the Tribal Ranger Department.   

     • Consider the cultural diversities and expectations of the Tribal community as part of the decision-making process while managing the operations of the PTRD.   

     • Responsible for developing and revising written departmental policies and procedures, with a focus on ensuring widely recognized best practices are identified and then implemented after having first gained the approval of the Tribal Council.   

     • Seek input from external stakeholders within the Pechanga Tribal Community when creating or updating PTRD policies and procedures that are of great importance to the greater Pechanga Tribal community.   

     • Responsible for the oversight of staffing for the department, to include establishing appropriate service and staffing level needs and then monitoring and evaluating efficiency and effectiveness to ensure resources are allocated appropriately.   

     • Train, motivate, evaluate, and supervise the activities and training of all PTRD staff members.

     • Engage in and provide professional mentoring and leadership development to subordinates in an ongoing effort to prepare current PTRD personnel for greater responsibilities and promotional opportunities within the PTRD.   

     • Plan, direct and coordinate through subordinate level staff the Tribal Ranger department’s goals;   assign projects and areas of responsibility and review and evaluate work methods and procedures.   

     • Assess and monitor staff workload, support systems and internal reporting relationships to identify opportunities for improvement, and then to direct and implement approved changes.   

     • Use available tools and resources to identify crime or other quality of life issues that need to be addressed within the Tribal community, then use available tools and resources to determine the best way to allocate PTRD resources to address the issues in collaboration with stakeholders within the Tribal Community whenever possible.   

     • Working with others, oversee the management of a public safety communications systems (Dispatch Center).   

     Coordinate emergency response support of “Mutual Aid” agencies and other public safety organizations. Serve as incident commander, directing the response of others in emergencies.   

     Manage department budget, control expenditures, make recommendations for future department operational and capital budget requests and ensure the Department operates within the Tribal Council approved budget. This includes working closely and collaboratively with other Pechanga Tribal officials when planning, discussing, preparing, and administering budgets.   

     Ensure that the Director or his/her designee is able to respond to the Tribal Council when called upon.   

     Work collaboratively with the Pechanga Tribal Council, and/or other departments and work groups operating within the Pechanga Tribal Community, to address any number of issues that may present themselves.   

     Must be able to provide accurate and timely responses to various types of questions and inquiries received from Tribal Council regarding various aspects of public safety concerns; including law, community policing, incidents and/or situations involving Ranger Department staff, and issues both on- and off-site that may or may not impact the Pechanga Band and its business interests.   

     Prepare and present written reports, materials and oral presentations to the Tribal Council or other entities, as needed, in both private and public settings.   

     Respond to and resolve difficult and sensitive citizen inquiries and complaints to facilitate an explanation and/or justification for departmental programs, policies, and activities; negotiate and resolve sensitive and controversial issues.   

     Responsible to the Tribal Council for the efficient enforcement of all Tribal ordinances and policies for which the Director has been tasked.   

     The Director is responsible for ensuring all members of the PTRD provide services to all members of its community in a fair, equitable and respectful manner.   

     The Director must ensure that the formal PTRD complaint investigation and disciplinary process is thorough, fair and objective for complainants as well as for staff, based upon the concepts of external and internal procedural justice.   

     In all duties the Director shall maintain the highest professional and ethical standards and require the same of the Tribal Ranger department staff. The Director is expected to exercise good judgement in the performance of these duties.   

     Evaluate pending legislation and statutes and respond to changing regulations and technology regarding law enforcement through review of technical materials and professional education.   

     Represent the Tribal Ranger department to other departments, elected officials and outside agencies and coordinate assigned activities as appropriate.   

     Participate on a variety of boards, commissions, and committees; serve as the Tribal law enforcement representative as authorized by the Tribal Council.   

     Pursue, evaluate, submit, and manage grants for the Department.

     Must adhere to all policies and procedures of the Pechanga Tribal Government.

QUALIFICATIONS, EDUCATION AND EXPERIENCE:

     High School Graduate or GED equivalent required.   

     Bachelor’s or Master’s degree in Criminal Justice or related field preferred, such as a Master of Public Administration degree.   

     Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.   

     A minimum of eight to ten (8-10) years’ experience in a supervisory role in law enforcement or armed security required.   

     Ten (10) years’ experience as a law enforcement or armed security officer required.

     Advanced POST Certified Academy Certification/Business Management Classes required.

      Must have completed FEMA Incident Command Certifications for IS-100,200, 700, and 800, or be able to obtain within the first year after being hired.   

      If one’s background is in armed security, must have a Guard Card and firearms permit from the State of California as an armed security officer with Bureau of Security and Investigative Services.   If one’s background is in full-time law enforcement, must be POST-certified to carry a weapon as a Peace Officer.   

      Must have a valid driver’s license, or is able to secure one immediately if offered the position, and show proof of a department of motor vehicle report at time of interview.   

      Must have strong written and oral communication skills.

      Must be able to work any shift, and be available to respond to incidents, situations or when requested by Tribal Council when off property.   

      Must be available to attend on/off site training as required by the department.

      This position must comply with the Pechanga Tribal Government’s Drug-Free Workplace Policy. This includes: pre-employment testing, post-accident or injury, and random testing.   

      Must successfully pass a pre-employment background investigation.
