The Ute Indian Housing Authority (UIHA), hereafter referred to as UIHA, located in Fort Duchesne, Utah is seeking proposals from interested accounting firms that provide Fee Accountant Services specifically for Indian Housing Authorities or Tribally Designated Housing Entities as defined in the Native American Housing Assistance and Self-Determination Act of 1996.

Firms that have a strong working record with calculating and tracking Program and non-Program Income as it relates to IHBG Affordable Housing Activities will receive strong consideration in the review process.

Scope of Work for Fee Accountant Services – Length of Contract 1 year renewable based upon an annual review of services by the Housing Authority.

All proposals shall include a description of the services to be provided, a personal or accounting firm resume, three clients to serve as references, the hourly fee charge, types of expenses that are charged, and identification of the individual(s) in the firm who will have primary responsibility for providing services to UIHA.

Each proposal will be rated using a point system that is applied to the information provided by the offeror that addresses the needs of the UIHA. The rating system is as follows:

· Past working experience with Indian Housing Authorities 10 points

· Knowledge & working experience with NAHASDA 10 points

· Fee structure & accounting personnel experience 10 points

· Indian Preference 15 points

· Training plan for UIHA employees 10 points

· Knowledge & working experience with Program Income 15 points

· References 10 points

· Quality of Proposal

Total Points 100 points

Preference. Firm claiming Indian Preference must submit proof of enrollment with an Indian tribe as defined in the Native American Housing Assistance and Self-Determination Act (NAHASDA) of 1996 and also provide proof of at least 51% Indian ownership of their firm.

Davis-Bacon wage requirements shall apply. Federal funds are being used to fund this contract. All applicable federal laws shall apply including but not limited to the provisions of the Native American Housing Assistance and Self-Determination Act (NAHASDA) 25 U.S.C. 4101, et seq.

In accordance with Section 3 of the Housing and Urban Development Act of 1968 and the implementing regulations at 24 CFR part 135, the Contractor will make best efforts, consistent with federal and tribal laws and regulations (including Section 7(b) of the Indian Self Determination and Education Assistance Act), to give low- and very low- income persons the training and employment opportunities generated by Section 3 covered assistance and to give qualified business concerns the contracting opportunities generated by Section 3 covered assistance.
