REQUEST FOR PROPOSALS

FINANCIAL AUDITING SERVICES

The Hoopa Valley Housing Authority will receive proposals for financial auditing services until 4:30 p.m. September 27, 2019. Proposals received after this time shall be rejected. All proposals shall be submitted by email and shall be reviewed according to a point rating system set forth below. The Housing Authority is an entity of the Hoopa Valley Tribe that manages low-income low rent and homebuyer homes on the Hoopa Valley Indian Reservation, which is located in Humboldt County.

Interested firms and accountants must be experienced in working with Indian housing authorities or Indian tribes, and working under the requirements of NAHASDA.

Proposals are invited from non-Indian and Indian-owned enterprises or organizations. The Housing Authority shall determine whether a firm or accountant is a 51% Indian and/or Alaskan Native-owned organization or economic enterprise, and if it receives preference in the award of this contract, based on proof of ownership submitted with the proposal.

The following point rating system shall be used in reviewing proposals:

A. General qualifications: 10

B. Past experience:

1. Indian Housing Authorities/TDHEs 25

2. Other Related Experience 15

3. Timely Completion of Audit 15

C. Indian preference: 10

D. Cost proposal: 25

Total: 100
