REQUEST FOR PROPOSALS FOR DESIGN/BUILD SERVICES
The Winnebago Housing and Development Commission (WHDC) is requesting proposals from qualified individuals or business entities to produce Design/Build Services for the construction of a 12-Plex single-level apartment building for elderly members of the Winnebago Tribe, on the Winnebago Reservation located in northeast Nebraska.
Scope of Work: A 12-Plex Building was built in 1974; contains a north section with six one-bedroom apartments surrounding a common area, and a south section with six one-bedroom apartments surrounding a common area. The two sections meet at a common front entry connected by a modest lobby. There is a laundry room in the north section and a utility room in the south section. An accidental electrical fire started on June 4, 2018. The purpose of this project is to demolish existing damaged structure and re-build a similar 12-apartment building with International Residential Building Code updates in the mechanical, electrical, and heating systems, and in regard to handicap accessibility. A licensed architect has completed a concept and first draft of design as desired by local management. The 12-Plex footprint is 150 feet by 81 feet. The Design/Build contractor is expected to complete the design and specifications manual. Upon acceptance of the design by management, the Design/Build contractor shall seek a qualified construction contractor, and oversee and inspect construction through completion. During construction, the Design/Build contractor shall process all payment requests.
The Design/Build contractor shall maintain records of all financial management activities pursuant the Native American Assistance and Self-Determination Act of 1996, to 2CFR Part 200 and generally accepted federal accounting practices.
