FOR AUDIT SERVICES IN ACCORDANCE WITH NAHASDA-HUD

REQUIREMENTS FOR THE AHA MACAV HOUSING ENTITY

Pursuant to the procurement requirements of the U.S. Department of Housing and Urban Development, the Aha Macav Housing Entity (AMHE) is soliciting proposals from qualified firms and individuals for the provision of audit services.

Background

The AMHE is a public entity charged with the task of administering federal housing programs for the Fort Mojave Indian Tribe. A five-member Board of Commissioners governs the Entity, under the overall oversight of the Fort Mojave Tribal Council. The BOC has been delegated the authority to oversee the management and operations of the AMHE.

Scope of Services

The audit services to be provided are for the years ending in December 31, 2018; December 31, 2019 and; December 31, 2020. The Scope of Services of the audit shall be in conformity with the “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards” Section 2 CFR 200.514. It is anticipated that the auditor will need to recommend adjusting entries to present financial information according to GAAP. The auditors will be required to issue the final audit report no later than September 13, 2019.

Special Requirements – Firms submitting proposals should be aware that the AMHE is subject to all requirements associated with the Indian Housing Block Grant Program as administered by the U.S. Department of Housing and Urban Development. These include the requirements specified in 2 CFR 200 Subpart F related to fiscal audits, and other requirements specified in 24 CFR 1000.

Selection Process – According to Federal regulations and Authority policies, Indian Preference in the selection of firms shall apply. An Indian firm (ownership of 51% or more by a member of a federally-recognized Tribe) will be granted fifteen points of a total possible one hundred points. The following is a summary of the ranking criteria to be used:

Experience and Qualifications: Up to 20 points

· Experience and qualification of key personnel including specialized technical

skills, project management skills, and experience in working together as a team.

Interested firms shall provide the name and experience of the Principal Auditor

proposed to be in charge of the project in addition to providing the name and titles

of the proposed staff to be assigned to the project.

Performance: Up to 20 points

· Past performance on contracts with Indian Tribes, government agencies and

private industry in terms of quality of work, cost control, cost estimating,

compliance with performance schedules, and cooperation with other contractors.

Specialized Experience and Technical Competence: Up to 25 points

· The firm shall have a minimum of five (5) years of experience with projects of this

type. Interested firms shall provide a list of at least five new projects completed

in the last seven years including name, address, telephone number, contact person,

original scope, and sample of work, original budget, final scope, and final cost.

· Experience in Single Audit for tribal housing associations.

Indian Preference: Up to 15 points

· Qualified Indian Owned Enterprise.

· Evaluation of employment and training opportunities given to Indians.

Professional Fees: Up to 20 points

· Evaluation of fees for services.

Contents of the Proposal: To adequately select the firm or individual who will best serve the needs of the Housing Entity, it will be necessary to review the experience of the respondents as it closely relates to those needs, and to review the expertise and qualifications of the individuals(s) who will be providing the services. To meet these objectives the proposals must contain:

1. The name, address, phone and fax number of the firm applying. Résumé of the

firm and pertinent staff members.

2. A detailed description of experience pertinent to the scope of work described

above.

3. The names, addresses and telephone numbers of at least three references attesting

to the qualifications of the firm.

4. The fixed price, to include professional fees and all related expenses and travel

costs.

5. All proposals must contain a statement of commitment to provide Indian

preference in subcontracting, training and employment, and must contain a

statement describing the methods that will be used to provide such preference.

6. The firm must be represented by a Certified Public Accountant, licensed in the State of Arizona. A copy of such license and credentials must be submitted with the proposal.

Request for Proposals Due: Those qualified accounting and auditing firms meeting the stated

criteria and having the capability and qualifications, including financially, to perform the

services described in this announcement are invited to respond by submitting one proposal with original signature and six copies of the proposal to the Aha Macav Housing Entity in a sealed envelope clearly marked “2018 Audit Proposal”, no later than 3:00 P.M. (MST), Thursday, May 30, 2019. The proposal shall contain a letter of interest signed by the Principal of the firm and response to the criteria listed in this solicitation not to exceed twenty-five pages. This Request for Proposal is open to both Indian and non-Indian firms. Proposals may be received in person or by mail prior to the due date. Faxed or emailed proposals are not acceptable and will be rejected.

Selection of the Auditor shall be at the discretion of the Aha Macav Housing Entity and the

AMHE reserves the right to reject any and all proposals.
