REQUEST FOR PROPOSALS

General Legal Service

The Fort Peck Housing Authority will receive proposals for General Legal services until 4:30 p.m. March 28th, 2019. Proposals received after this time shall be rejected. All proposals shall be submitted by email and shall be reviewed according to a point rating system set forth below. The Housing Authority is an entity of the Fort Peck Assiniboine/Sioux Tribe that manages low-income low rent and homebuyer homes on the Fort Peck Indian Reservation, which is located in Roosevelt County, Poplar, Montana.

Interested firms and attorneys must be experienced in working with Indian housing authorities or Indian tribes and working under the requirements of NAHASDA.

Proposals are invited from non-Indian and Indian-owned enterprises or organizations. The Housing Authority shall determine whether a firm or attorney is a 51% Indian and/or Alaskan Native-owned organization or economic enterprise, and if it receives preference in the award of this contract, based on proof of ownership submitted with the proposal.

The following point rating system shall be used in reviewing proposals:

A. General qualifications: 5

B. Past experience:

1. Federal Indian and tribal law 15

2. Indian housing law 25

3. Tribal court litigation 10

4. NEPA compliance 10

C. Indian preference: 15

D. Cost proposal: 20

Total: 100
