The 23rd Navajo Nation Council is scheduled to convene in a three-day special session beginning on Wednesday, Dec. 19 at 10:00 a.m. through Friday, in the Council Chamber in Window Rock. 

Speaker LoRenzo Bates (Nenahnezad, Newcomb, San Juan, Tiis Tsoh Sikaad, Tse’Daa’Kaan, Upper Fruitland) welcomes all Diné citizens to attend the three-day special session, or to view live proceedings via the Council’s designated Ustream channel. The Office of the Speaker in partnership with the Navajo Nation TV & Film office will offer the live-streaming of the session.

The petition signed by the majority of Council members lists a total of 20 legislations that will be on the proposed agenda. The legislations include the following:

1)   Legislation No. 0399-17: Approving Supplemental Funding from the Unreserved, Undesignated Fund Balance in the Amount of Four Million Three Hundred Twenty Nine Thousand Four Hundred Seventy Two Dollars ($4,329,472) for construction of a Multi- Purpose Complex for the Low Mountain Chapter; Waiving 12 N.N.C. § 820{1) and 860{C) relating to the Capital Improvement Process

2)   Legislation No. 0424-17: Approving Supplemental Funding From The Unreserved, Undesignated Fund Balance In The Amount Of Two Million Seven Hundred And Twenty-One Thousand Nine Hundred And Four Dollars ($2,721,904.00) For A Grant To The Saint Michaels Association For Special Education For Needed Road Repairs To The Road Servicing The School And Nearby Community

3)   Legislation No. 0098-18: Approving Supplemental Funding from the Unreserved, Undesignated Fund Balance in the Amount of Sixty-Three Thousand Three Hundred Seventeen Dollars {$63,317) For Diné College, Business Unit #New

4)   Legislation No. 0144-18: Amending Challenge and Election Dispute Provisions of the Navajo Nation Election Code at 11 N.N.C. §§ 21, 23, 24, 240, 341 and 342

5)   Legislation No. 0183-18: Approving Supplemental Funding from the Unreserved, Undesignated Fund Balance in the Amount of Two Million Twenty-Two Thousand, Four Hundred Fifty-Two Dollars {$2,022,452) to Coalmine Canyon Chapter for Telecommunication Services

6)   Legislation No. 0219-18: Amending Rule 5 of the Rules of Order for Standing Committees of the Navajo Nation Council such that Failure to Secure a Quorum Within One Hour After the Scheduled Start Time Shall Result in a Cancelled Meeting

7)   Legislation No. 0224-18: Approving a Grant using Supplemental Funding from the Unreserved, Undesignated Fund Balance in the Amount of Three Million Dollars ($3,000,000.00) to Northern Arizona University Office of Native American Initiatives, Business Unit Number New, for the Expansion of the Native American Cultural Center

8)   Legislation No. 0321-18: Amending 2 N.N.C. § 1352 and 17 N.N.C. §§ 1851 Through 1854; Amending Coroner Provisions and Establishing a Department of Medical Examiners within the Division of Public Safety; Authorizing the Law and Order Committee to Approve a Plan of Operation for the Department of Medical Examiners

9)    Legislation No. 0325-18: Approving and Adopting the Shonto Youth Center Fund Expenditure Plan Pursuant 12 N.N.C §§ 2501-2508

10)  Legislation No. 0326-18: Approving and Adopting the Síhasin Pinon Justice Center Fund Expenditure Plan Pursuant to 12 N.N.C. §§ 2501-2508

17)  Legislation No. 0358-18: Approving a Supplemental Funding from the Unreserved, Undesignated Fund Balance in the amount of one million, three hundred thousand, three hundred forty four dollars and fifty three cents ($1,300,344.53) to Tonalea Chapter, business unit number, New, for the Tonalea New Chapter Community Building Replacement; Waiving 12 N.N.C. §§820(1) and 860(() relating to the Capital Improvement Process

18)  Legislation No. 0363-18: Confirming the Appointment of Ramona Begay to the Commission on Navajo Government Development for a Term of Two Years, as the Navajo Women's Commission Representative;

19)  Legislation No. 0368-18: Approving and Authorizing the Indian Child Welfare Act Intergovernmental Agreement between the New Mexico Children, Youth and Families Department and the Navajo Nation Division of Social Services; and

20)           Legislation No. 0374-18: Amending the Navajo Nation Permanent Fund Income Five Year Expenditure Plan, CAP-19-16, regarding fourth year funding for Fort Defiance Agency Projects; other legislation bills
